This is a tough one.
Pure 2d pixel art can look great and give a distinctive style. But it is labor intensive and because of that tends lot "lock in" game design decisions because of the effort required to make changes. However there are TONS of 2d resources available for free from sites like opengameart.
3d is what is expected for "modern" games. But good looking, cleanly animated 3d generally isn't something amateurs are going to be able to produce as a hobby. And bad/low effort 3d tends to look really bad. There are a lot fewer resources for free stuff and it is much more difficult to get a consistent pipeline for free 3d resources compared to 2d.
One advantage of 3d is its much easier to make small changes to match gameplay and keep it looking consistent, such as the scaling of models or having enemies carry differently skinned weapons.
Lowpoly 3d is a great "happy medium" that for allows distinctive, visually appealing and consistent display without a professional level of effort.
For the initial project I'm proposing lowpoly 2.5D which is when the gameplay takes place on a 2d plane but the graphics are in 3d. IMO this type of setup provides for the ability to create the maximal visual appeal for the amount of effort we are able to produce.
There would still the need for 2d work with things like UI elements and design and particle sprites and concept art.
